Overview
Quod is providing strategic planning advice to Southern Water on its Development Consent Order application for the HWTWRP – a groundbreaking nationally significant water recycling and transfer project. It is the first project of its kind to progress through the development consent process and is essential infrastructure needed to reduce abstraction from Hampshire’s sensitive chalk streams whilst maintaining a resilient water supply.

Quod is embedded within the project’s Planning and Consents team leading on planning strategy, policy analysis and stakeholder engagement with the host local planning authorities.
OUR ROLE
The HWTWRP is of critical importance in protecting the environment, securing adequate water supplies for existing and future residents, and supporting planned growth. The project will also introduce new technology to the UK at a nationally significant scale, creating unique challenges in relation to consultation and engagement with local communities and stakeholders. Quod is playing a key role during the pre-application stage of the project, leading on planning strategy, preparing key planning deliverables, and coordinating structured engagement with multiple host authorities. Through this work, Quod has helped to identify, manage and resolve key issues, supporting the project’s progression through the pre-application process.
The Project would provide a new sustainable source of water, delivering up to 90 million litres of water a day into the Hampshire supply network.
