Overview

Edgware is one of London’s most complex regeneration opportunities – a transit-connected town centre site requiring a funding model as ambitious as the scheme itself. Quod advised Ballymore and Places for London (TfL) on a major mixed-use development in Barnet, delivering up to 3,365 new homes including 35% affordable housing, 463 student or co-living units, commercial space and a replacement bus garage, with buildings rising to 29 storeys.

Quod unlocked the funding and delivery strategy for Edgware through integrated advice across Development Economics, Housing Advisory and CIL - enabling a genuinely viable affordable housing outcome.

OUR ROLE

Quod worked with Ballymore and Places for London (TfL) to develop and implement the funding and delivery strategy for this complex, transit-led regeneration scheme. The 35% affordable housing offer – split equally between social rent and intermediate tenures – is supported by an innovative CIL reinvestment agreement, through which the London Borough of Barnet will return approximately £41.5 million of CIL receipts directly into the development. Substantial GLA affordable housing grant was also secured. Quod’s Development Economics, Housing Advisory and CIL teams provided integrated advice across viability, grant strategy, tenure mix and the negotiation of the reinvestment mechanism.
