The proposals will significantly increase capacity and improve spectator facilities, supporting the club’s ambitions and delivering lasting economic, social and community benefits across Leeds and the wider city region.

OUR ROLE
Quod led the planning strategy for this flagship stadium expansion, coordinating a multidisciplinary team across planning, environmental, socio-economics and technical matters. We managed an extensive pre-application programme with Leeds City Council, key stakeholders and local communities, helping shape proposals for both phases of redevelopment. Our team coordinated the technical evidence base, advised on planning risk and strategy, and oversaw the preparation of a robust hybrid planning application. The project also involved negotiating a complex package of planning obligations, including one of the largest Section 106 agreements ever secured in Leeds.
Details
The proposals increase capacity to 53,000 seats while delivering significant improvements to player, staff, spectator and hospitality facilities. As one of the city’s most important regeneration projects, it will support sustainable travel initiatives, unlock investment and employment opportunities, and generate substantial economic, social and environmental benefits for Leeds and the wider region. It can also act as a catalyst for wider regeneration of the Elland Road masterplan.
